Environmental Safety & Compliance Evaluation Services Phase I Environmental Site Assessment (ESA).
A Phase I Environmental Site Assessment (ESA) is a recommended minimum site environmental investigation to assess various potential environmental concerns, or to insure the environmental soundness of a property and its surroundings. Whether the property is to be sold, transferred, refinanced or foreclosed, ATI can provide the services required for a thorough investigation into current and past practices at the property. Better yet, all work is designed to provide for a sound defense, should the need arise. A typical Phase I ESA includes the following tasks:
- Inspection of the site and all improvements with particular attention to any obvious use, storage or generation of hazardous materials in the structure or operating equipment.
- Permits and Material Safety Data Sheets (MSDS) are evaluated when available.
- Available records are reviewed in addition to a visual inspection for potential presence of Asbestos, Radon, Lead, PCB or other hazardous materials in or near the site.
- Review of historical use and improvements, title search and review of historic maps & aerial photographs of the site.
- Federal, State & local records review including planning, sewer, water, fire, oil and gas, environmental, geological records of the site & neighboring property.

- Investigation of available records that include the National Priority List, Comprehensive Environmental Response Compensation and Liability Information System list, Department of Health Service, Water Quality Control Board and other pertinent Boards or Agencies records and files.
- Interviews with tenants, owners and neighbors.
- Review pertinent and available documents and maps regarding local geological, topographical and hydrological conditions.
- Evaluate applicable special resource issues.
- Provide recommendations of further investigation or testing when needed, and recommendations as to potential environmental problems.
